What these reports do not do
None of them concludes that there is harassment, a fault, or anything whatsoever about the other person. They establish dated facts and offer readings that state their own limits. Legal characterisation belongs to the courts — and an employee who accuses on the strength of an automatic verdict weakens their own case.
